Bringing a Russian woman to USA
You cannot simply bring a woman to the USA by having her go to the American Embassy and applying for a tourist visa. The embassy will not issue a unmarried woman a tourist visa to enter the USA with the understanding that she is going to visit a man there.
I will not say that it is impossible, you are welcome to try, but the consul, who will decide this visa will have to be convinced that she will return to her home, and she will have to show convincing proof that this is indeed the case. Convincing proof to them may be that she has a stable job, owns real property in her home country and even this still may not be convincing enough, 99.9% of the time, they are not convinced.
Any other visa, will probably be denied too, for the same reasons, except the fiancee visa.
After all, she is not coming to USA as a tourist, nor is she coming to the USA on business, she is coming to the USA to visit you, and therefore the correct visa for this purpose is a fiancee visa. A fiancee visa allows her to stay in USA for up to 3 months, if you marry her then she can stay forever, otherwise she must return home, before the 3 months is up.
I give this advice based on own personal experience with the USA Embassy and the INS. I personally have applied for 3 fiancee visas, for Russian and Ukraine women to visit me in USA, and all 3 were approved without any problems.
It does take about 3 to 4 months to be approved, you will have to submit several documents to the INS and later she will have to submit documents to the USA Embassy in Moscow and have an interview there.
Before you can even start the process, you will have to first have met her in person, so you will have to make a trip to visit her or meet her in some country, other than USA.
There are very few exceptions to this, one of them being that if your religion does not allow you to see the girl before you marry her, and very few of us qualify for that.
So part of your application will consist of you submitting a photo of you and her together, to prove that you have met.

A fiancee visa is a immigrant visa, is considered a serious application, and the woman is carefully checked for medical problems or criminal records. So in the unlikely event that she ever was refused you can be sure it was for a good reason, and you probably would be better off without her anyway. In the ten years I have been in this business I have never yet heard of a fiancee visa being refused.
